The Unified Payments Interface (UPI) has revolutionized retail payments in India. For consumers and standard peer-to-peer (P2P) transfers, UPI remains 100% free with zero transaction fees. However, for commercial merchants accepting business payments through Prepaid Payment Instruments (PPIs) like mobile wallets or credit cards linked on UPI, standard Merchant Discount Rates (MDR) apply.
The FinToolkit UPI MDR Charges Calculator calculates the exact interchange fees, net merchant settlement amounts, and regulatory fee caps established by the National Payments Corporation of India (NPCI) and the Reserve Bank of India.
The NPCI UPI MDR regulatory framework
NPCI guidelines categorize UPI merchant transactions into clear regulatory rules:
- Standard Bank-to-Bank UPI (P2P & P2M): 0.0% MDR (Completely Free). When a customer scans a merchant QR code and pays directly from their bank account, no merchant fee is charged, in accordance with Central Government zero-MDR mandates.
- PPI / Wallet-on-UPI Transactions (Above ₹2,000): An interchange fee of up to 1.1% applies when transactions exceed ₹2,000 and the customer pays using a prepaid digital wallet (e.g. Paytm, PhonePe, or Amazon Pay wallet) rather than a bank account.
- Concessional / Essential Merchant Tiers: For transactions above ₹2,000, specialized concessional interchange rates apply:
- Fuel pumps: 0.50% MDR.
- Supermarkets & grocery retail: 0.90% MDR.
- Government utilities, education & agriculture: 0.40% to 0.70% (often capped at ₹10 to ₹15).
- Transactions of ₹2,000 or less: Zero interchange fee applies across all categories for small merchants.
Worked transaction calculation example
Consider a merchant accepting a ₹5,000 transaction processed under the standard concessional utility / government service rate of 0.40%:
| Transaction Parameter | Value / Settlement |
|---|---|
| Gross Transaction Amount | ₹5,00,000 |
| Transaction Category | Concessional Utility / Agriculture P2M |
| Applicable MDR Rate | 0.40% |
| MDR Fee Deducted | ₹20.00 (₹5,000 × 0.40%) |
| Net Amount Settled to Merchant Account | ₹4,980.00 |
| Effective Fee Impact | 0.40% of transaction value |
The merchant receives ₹4,980 in their settlement account, with ₹20 deducted by the payment aggregator and issuing wallet.
Who pays the UPI MDR charge?
Under NPCI and RBI rules, merchants bear the interchange fee. Merchants are prohibited from levying any surcharge, convenience fee, or extra markup on consumers paying via UPI. For consumers, paying via UPI remains 100% free.
Frequently asked questions
Does a customer ever pay fees for using UPI?
No. Regular bank account-to-bank account transfers and standard merchant QR payments are completely free for end users. The customer's bank account is debited for the exact purchase amount with zero surcharge.
Do small local kirana stores pay UPI fees?
No. Small neighbourhood merchants accepting payments via standard bank-linked soundboxes or static QR codes pay 0% MDR under the government's zero-MDR policy.
How does Credit Cards on UPI affect merchant fees?
When customers pay using RuPay Credit Cards linked to UPI, standard credit card MDR (typically 1.5% to 2.0%) applies to merchant transactions exceeding ₹2,00,000, while transactions up to ₹2,000 are completely exempt from MDR fees.
